We are seeking an energetic, seasoned, and qualified individual with strong municipal experience to take on the responsibilities of our Corporate Officer (CO) for a year long maternity leave. The CO has a close functional relationship with the Chief Administrative Officer (CAO), assisting with the implementation of Council’s strategic direction and will at times be required to be the Acting CAO. The incumbent will be responsible for ensuring that notice provisions under the Community Charter, Local Government Act and Council procedures bylaw are followed, the management of legal actions, with direction to staff regarding administrative procedures and quality control standards and provides regular review and monitoring of Council Policies/Administrative Procedures.

The CO will be responsible for the overall coordination and direction to staff and tracking assignments arising from the Council meetings, on preparation and distribution of agendas including determining agenda content and delegations, minutes of Council meetings, ensures sufficiency of the duties and responsibilities of the Bylaw Enforcement Officer and ensures that policies and bylaws are complied within accordance with departmental processes.

The CO directs and prepares background materials and reports for hearings regarding development and planning matters, recommendations for the consideration of council and reviews the strategy with the CAO as well as external expertise retained by the Village. The CO is responsible for the preparation and amending of planning documents such as the Zoning Bylaw and OCP and accepts and prepares the council reports for Development Permit, Rezoning and Subdivision applications. The CO attends meetings of Council and Committees as necessary and prepares reports and statistical summaries for review by the CAO, Council and other bodies and coordinates and facilitates or provides advice to committees, boards, or commissions (as appropriate) on matters within the jurisdiction of the Village. Being a small municipality, the CO possesses functional knowledge of all administrative operational processes and is keen to pitch-in on all aspects of departmental work.

The preferred candidate will be a collaborative and results-oriented leader and possess a combination of the following education, knowledge, and skillsets:

  • Post-secondary education in public sector/local government administration or related discipline and/or Professional Administration Designation
  • Superior written, interpersonal and communication skills
  • 3-5 years experience related to local government or municipal operations
  • 1-3 years experience in a senior supervisory capacity directing personnel involved in delivery of local government/municipal operations
  • Thorough knowledge of the Local Government Act and the Community Charter
  • Project Management, Risk Management and Asset Management planning experience
  • Complete proficiency with MS Word, Excel, PowerPoint and other common computer programs
  • Familiarity with Vadim accounting software would be considered an asset
