Under BC Provincial Legislation, all municipalities must complete Housing Needs Reports (HNRs) every five years to assess housing conditions and inform policy development. The RDKB, on behalf of its smaller municipalities, commissioned this Interim Housing Needs Report (IHNR) to update the 2020 Housing Needs Report with more recent data and trends. Warfield, along with other regional municipalities, participated in this study, while larger centres such as Trail, Rossland, and Grand Forks conducted their own separate reports.
With respect to the estimates included in the report, when discussing the projections for Warfield, the consultant confirmed that the methodology and calculations were directed by the Province as it pertains to underlying assumptions and factors considered as part of determining housing needs.
The IHNR identifies emerging housing needs, affordability challenges, infrastructure constraints, and provides recommendations to guide housing policy and development within the region.
The Village is currently undertaking a Sustainability Assessment. The INHR doesn’t directly impact this beyond considering the financial implications and current constraints that will make it difficult for the Village to proceed with investments necessary to facilitate development. Ideally development will not result in additional costs and increased assessment would result in new revenue to offset cost increases and impact on current taxpayers.
